MOSCOW. Aug 14 (Interfax) - Russia's Transport Ministry has drafted a bill to establish a maritime administration, namely a single federal body to centralize functions to register vessels, to file seafarer certification, and to monitor the Russian fleet on the world's oceans, the ministry's press service said.
